As of 12 September 2025, foreign mining service providers must form JVs with 100%-Tanzanian-owned ITCs holding a minimum 20% equity, under the Mining (Local Content) (Amendment) Regulations 2025 (GN 563/2025). JV agreements require Mining Commission approval before activities begin.
